Key Power Substations & Infrastructure Upgrades
• Avenue 58 Substation (La Quinta): Located north of Avenue 58 and west of
Monroe Street in La Quinta, this station is currently undergoing a $23.2 million
expansion project. The upgrade, which adds a fourth transformer bank, is
scheduled for construction to begin in early 2027 and expected to be completed
by summer 2028. 12 private developers are mostly funding this substation.
• Avenue 42 Substation (Indio): This $12 million upgrade broke ground in early
2026 and is slated for completion in late August 2026. It adds a third transformer
bank to the existing facility to provide additional power capacity to the expanding
East Valley.
• Avenue 40 Substation & Carreon Substation (Indio): Both locations are targeted
for future expansion as part of a four-project regional grid overhaul designed to
eventually power an additional 16,000 single-family homes in Indio. • Cook Street Substation (Thousand Palms/Northern Edge): Avenue 40 Substation & Carreon Substation (Indio): Both locations are targeted

on the western border of the East Valley near I-10, this brand-new $39.6 million
substation broke ground to support the fast-growing area, expected to be fully
operational by summer 2028.
Additional Facts & Governance
• Coachella Valley Power Agency (CVPA): Because of historic power shortages
and to give Riverside County residents a voice in regional grid planning, local
cities (Indio, La Quinta) partnered to form the CVPA. This agency coordinates
directly with IID to push forward the construction of these new substations.

service territory to support current and future development
