Palm Springs STVR Violations:  The STVR market is softening.  Why?  I believe there is too much inventory and therefore too much competition.  In Palm Springs, as with all our Coachella Valley cities, bigger, better, more amenities, more parking, groovier furniture, the pressure on an STVR owner never ends.  People who abuse the short term vacation rental rules in each of our Coachella Valley cities, run the risk of citations, and fines.  If you are looking to buy or sell in the Coachella Valley, give local resident/agent, Kim Kelly a call at 760-285-3578.

The Palm Springs board meets and hears appeals every month for violations of the short term rental ordinance.  This ordinance is a strict liability law.  Citations are most often issued in one of three areas.

  1.  Failure to obtain a license for short term rentals.  ($5,000 fine and a permanent ban on renting short term in PS)
  2. Failure to submit a summary of the rental contract before renting the property.  ($2,500 fine and a 6 month suspension of their rental certificate.)
  3. Failure to observe the city’s noise ordinance.

If you wish to appeal a citation, the city fee for appealing is $911, non refundable.  Rarely are appeals won.  The ultimate responsibility is with the homeowner.  Many cases involve a renter subletting on a short term basis.  The leasee is guilty, but by law, the homeowner remains the culpable party.

Short term vacation rental permits are being limited or new applications put on hold for many of our Coachella Valley cities.  Palm Springs has a maximum number of rentals an owner can do a year.  Rancho Mirage, Palm Desert, Cathedral City, La Quinta and Indio all have their own guidelines.  Check with the city BEFORE you write an offer!  Go to their websites to start; here’s the La Quinta short term rental info.

Riverside County also has limitations and guidelines, BUT short term vacation rental properties are welcome!  As long as the host is responsible and responsive to noise complaints, doesn’t have more people than is allowed/acre, doesn’t hold more events than is allowed for the event site, has the proper parking spaces available and ingress and egress for fire/emergency vehicles, you will find that there is very good ROI to be made in the Eastern cities of Coachella, Thermal and Vista Santa Rosa.  Indio also has short term vacation rentals, but every area has different requirements, and each HOA does as well.  If you buy in an HOA anywhere in the valley, be double careful to read the CC&R’s carefully.  Call the management company if you still are not clear on the rules & regulations for renting.  Take the tour below for a terrific potential event site/rental opportunity in Thermal offered for $1,550,000.
