Palm Springs STVR Violations: The STVR market is softening. Why? I believe there is too much inventory and therefore too much competition. The Palm Springs board meets and hears appeals every month for violations of the short term rental ordinance. This ordinance is a strict liability law. Citations are most often issued in one of three areas.
- Failure to obtain a license for short term rentals. ($5,000 fine and a permanent ban on renting short term in PS)
- Failure to submit a summary of the rental contract before renting the property. ($2,500 fine and a 6 month suspension of their rental certificate.)
- Failure to observe the city’s noise ordinance.
If you wish to appeal a citation, the city fee for appealing is $911, non refundable. Rarely are appeals won. The ultimate responsibility is with the homeowner. Many cases involve a renter subletting on a short term basis. The leasee is guilty, but by law, the homeowner remains the culpable party.
