Division Over Loan-Debt Write Downs in California
Palm Springs Valley – Legislators in California are urging the Federal Housing Finance Agency to allow mortgage principal write-downs to help homeowners who are “underwater.”
This approved resolution was introduced by Assemblywoman Nancy Skinner, D-Berkeley to urge Freddie Mac and Fannie Mae to immediately offer principal reductions to homeowners who owe more than their homes are worth.
The reason for this push comes after the acting director of the Federal Housing Finance Agency said he would not allow Freddie Mac and Fannie Mae to lower the amount some underwater homeowners owe on their mortgages – even in the face of new new financial incentives from the Obama administration.
The reason given for not offering write-downs is because the FHFA said its analysis determined that principal reductions would be too expensive for taxpayers and would not necessarily improve the ability of many homeowners to avoid foreclosure.
Real estate professionals, lenders and economists in the Palm Springs Valley are of the belief that such a principal reduction could help the housing market to recover. However, it also raises some key questions — mainly, how would the write-downs be accomplished?
One local realtor thinks we should try to do anything we can to help homeowners stay in their homes – it’s one of the things to deter strategic defaults. And some local economists and financial experts question whether urging principal write-downs is the right approach.
A local Palm Springs Valley economist says that the intention is obvious – and it’s a good one, but he questions what the consequences would be and thinks write-downs are a big mistake. His feeling is that it makes more sense to let the market work itself out. And sometimes, such measures simply raise hopes and delay inevitable short sales or foreclosures. Also, it’s not right to offer mortgage relief for some underwater homeowners and not for others.
This economist stated that some banks already are voluntarily reducing principal for underwater borrowers, though they’re not talking about it. Banks are looking at the option of a foreclosure or short sale, where they’re going to lose money anyway versus a homeowner who is making payments to reduce their principal and continues to live in his or her home.
A local Valley loan officer has said he knows of underwater homeowners who have had their principals reduced voluntarily by lenders, and it generally works this way . . . the lender modifies the loans by saying, ‘If you pay on time every month for the next three years, we’ll reduce the principal X number of dollars.”
Another point that has been brought up is the raising of moral issues – whereas, some people got into something they shouldn’t have, but writing down their debt rewards mistakes or irresponsibility . . . and how do you determine who deserves it and who doesn’t?
It will be interesting to watch this dialogue as it continues – justifiable points on either side.

Good News – Pending Home Sales Have Reached Two Year High
In July, contracts to buy previously owned homes rose to their highest level in more than two years… suggesting that the Housing Market Recovery is Making Headway.
The Pending Home Sales Index set by the National Association of Realtors, based on contracts signed in July, rose 2.4 % to 101.7 – the highest level since April 2010… and just before the deadline for the home buyer tax credit.
With gains in home construction and sales and prices, the report was just the latest one to show momentum in housing market recovery. Pending home sales were up 12.4% year-over-year in July.
Monthly increases in home buying activity were seen in all regions except for the West. . . this is because of the extreme lack of inventory there. The West saw a 1.7% drop in contracts last month. Contracts in the Northeast gained 0.5 % last month and the Midwest increased 3.4%. In the South, contracts rose 5.2%.
Palm Springs May Get Exciting New Boutique Hotel !!!
Palm Springs – There is a new small boutique hotel being planned for construction on North Palm Canyon Drive being planned by Ezra Callahan – a young early employee of Facebook. It’s being touted as a potential clubhouse of sorts, a la Ace Hotel, for those who love style and green construction.
The 32-room hotel will be called Arrive Palm Springs. There are other partners in this exciting project – a Seattle architect, a Denver-based restauranteur, and two men working in redevelopment in Los Angeles. Once the plans get approved through the city, these developers are saying they want to break ground early in the new year and be open by the 1st of July.
The project’s architect has said that “Arrive will cater to the next generation of global travelers influenced by culture, fashion, design and sustainability.” He also says that Palm Springs was targeted for this project because of “its appreciation and affinity for modern architecture, design-oriented population and geographic positioning as a world class vacation destination.”
That pretty much says it all. And it’s likely that Arrive Palm Springs will stay in the same genre as Palm Springs’ modernist architectural traditions. In addition, the hotel will be built so as to receive LEED Gold label certification, with its 32 pre-fabricated guest rooms. There will also be a restaurant and two additional retail buildings to encourage more pedestrian traffic on North Palm Canyon Dr.

Tamarask Country Club area..so gorgeous!
Showed in Tamarask Country Club yesterday..it is like stepping into an older, quiet neighborhood that is so beautiful, lush and green, you simply cannot believe you are still in the desert! The Views are extraordinary..especially when it is crystal clear like it was yesterday.
There were several Open Houses offered for viewing over the Labor Day weekend and we saw several of them. The Tamarask Country Club and the surrounding neighborhoods are stunning and very unique. There outlying areas of the club and some of the older interior areas have no HOA’s or very low HOA’s. We went into one cul-de-sac which housed 3 homes off of La Paz and the HOA was approx. $60/quarter! There are small enclaves of these “gated” areas, and then there are wide open streets that wind gently around the golf course.
The homes are a huge variety of styles, architectural details, unique rooflines, ages and different degrees of updating, making for an interesting and never cookie cutter feel to this neighborhood. If you just want to take a beautiful drive, or if you are seriously looking for a single family home in a great location with low or no HOA dues, think about the Tamarask CC area of Rancho Mirage.
Palm Springs Valley Prices being pushed gently UP!
It would appear that looking into our rear view mirrors, we can now see that the 4th Quarter of 2011 was very likely the “bottom” of our local real estate market. Consistent housing reports continue to support that fact that our local price/sf is going up and in many different price points. Most notably, the entry level homes which are approximately $200,000 and below. Sellers are moving back into the drivers seats!
Low Inventory is the number one factor behind this price/sf increase in all price points except perhaps, the Luxury homes. Even in the luxurry home market however, the homes with the most desireable orientation (for maximum sun), great views and homes in good condition are selling. Buyers appear less cautious and Sellers appear more realistic in their prices if they want to sell. [Read more…]
